The U.S. Department of Commerce (Commerce) preliminarily determines that International Packaging Limited Company (IPSC) made sales of certain paper shopping bags (paper shopping bags) from the Socialist Republic of Vietnam (Vietnam) at less than normal value (NV) during the period of review (POR) January 3, 2024, through June 30, 2025.

Additionally, Commerce is rescinding this review with respect to four companies. Commerce invites interested parties to comment on the preliminary results of this review.
