Customs handoff readiness scorecard
Check one shipment before handing its evidence pack to your customs broker. Select the actual state of each control; confirm a review only when the supporting record exists in your own files.
What each evidence state means
- Missing
- The evidence or decision is absent.
- Received, unreviewed
- A file or reply arrived, but its accuracy and scope have not been checked.
- Conflicting
- Sources disagree or an exception remains unresolved.
- Reviewed
- The responsible person checked the current evidence and retained the decision.
- Not applicable
- Only for conditional permits: the qualified reviewer recorded why the requirement does not apply.

Review the customs evidence pack before handoff
Use the scorecard above for one actual shipment. It distinguishes a received file from a reviewed record and makes recipient acknowledgement part of the handoff. The supporting decisions belong in your controlled shipment file; this page does not collect them.
Worked example: a received invoice is still an open handoff
Illustrative workflow, not customer data: the supplier sends invoice revision 1, but its quantity conflicts with the shipment record. Receiving the attachment does not close the request. Name the person who will resolve the difference, the reviewer who will accept the replacement, and the actual next decision.
When revision 2 arrives, keep it received and unreviewed until the responsible reviewer checks it against the agreed shipment scope. Record the accepted revision and handoff acknowledgement, then assign the broker review that remains. Neither an accepted file nor the scorecard result establishes customs clearance.
| Observed event | State to keep visible | Next owner and completion evidence |
|---|---|---|
| Revision 1 arrives with a quantity mismatch | Conflicting; request still open | Supplier resolves the discrepancy; operations retains the original and correction request |
| Revision 2 arrives | Received, unreviewed | Assigned reviewer verifies the new revision and records acceptance or a remaining exception |
| The reviewed pack is handed over | Recipient acknowledgement and next decision tracked separately | Named broker contact acknowledges the pack; any filing or release decision remains independently confirmed |
How to use the template
Create one row for each decision-bearing handoff, not for every email. Replace the examples with the partners, identifiers, deadlines, evidence, and escalation rules agreed for the actual shipment.
A row closes only when the required evidence is attached or the responsible person records a reviewed exception. A sent request by itself is not completion.
- Use a named role or accountable team as the owner.
- Record the source of each ETA, document value, cost, and customs decision.
- Set a fallback that can be performed when automation or a partner response fails.
Starter handoff table
Copy this structure into the system your team uses, then align it with the shipment workflow and professional responsibilities. Example timing is intentionally omitted because the correct deadline depends on the shipment, contract, filing, carrier, and broker instructions.
| Stage | Owner | Completion evidence | Due or trigger | Fallback |
|---|---|---|---|---|
| Cargo readiness | Supplier or purchasing owner | Confirmed ready date and packing facts | Agreed readiness checkpoint | Manual escalation to purchasing |
| Booking | Freight forwarder owner | Booking confirmation and identifiers | After readiness is confirmed | Request alternate routing or manual update |
| Commercial documents | Supplier document owner | Reviewed invoice and packing list | Before the broker review cutoff | Return discrepancies with a named deadline |
| Security filing and entry preparation | Importer and appointed broker | Broker-confirmed filing or review evidence | Broker-provided regulatory deadline | Escalate to the qualified customs contact |
| Tracking and ETA | Logistics owner | Source-stamped event or reviewed manual status | Scheduled monitoring checkpoint | Use carrier/forwarder confirmation and record the source |
| Invoices and landed cost | Finance or cost owner | Approved invoices and reconciled cost record | After charge evidence arrives | Hold unresolved charges as an exception |
Review cadence
Review open rows by exception and due time rather than rereading the entire shipment. At completion, retain the final evidence and record which fallback was used so the next shipment can improve the operating rule.
Do not convert an estimated date or AI-extracted value into accepted evidence without the review required by your process.
How readiness is calculated
Coverage = reviewed checks with confirmed evidence ÷ (12 − reviewed permit exclusions) × 100. Every remaining check must be reviewed and evidence-backed before the handoff is ready. Rounded to one decimal.
This is an evidence-preparation self-assessment. A 100% result does not establish legal compliance, a correct tariff classification, a completed filing, customs clearance or permission to release cargo.
Turn the template into a live operating queue.
Share the handoffs your team must own and the evidence that currently gets lost between systems or partners.
