Mexico repeals Annex 4 estimated prices for textiles

Mexico's Finance Ministry repealed Annex 4 of its estimated-price guarantee resolution. The annex covered textile and apparel reference prices. Published on 14 September 2026, the repeal took effect on 15 September 2026; it did not repeal the entire 1994 resolution.

What changed

The sole operative article repeals Annex 4 of the 1994 resolution on guarantees for goods subject to estimated prices. The transitory article makes the repeal effective the day after publication.

The ministry's explanation says customs valuation and enforcement powers remain available, so this notice alone does not establish a new duty rate or remove all import-control obligations.

What import teams should verify

  • Identify textile or apparel entries and open guarantees that referenced Annex 4, separating entries before and after 15 September 2026.
  • Ask the responsible customs broker how the repeal affects each open or planned guarantee and retain the broker's documented answer.
  • Preserve the official notice, entry records, invoice, classification and valuation evidence; do not infer a duty-rate change from this repeal.

This is a source-grounded operational reading of the cited DOF resolution, not a customs valuation, refund, guarantee-release or legal determination. Confirm shipment-specific treatment with the authority and qualified customs professionals.
