Mexico publishes Topolobampo port infrastructure tariffs
Mexico's Ministry of the Navy (Secretaría de Marina) published the port infrastructure tariffs for the Port of Topolobampo, Sinaloa, authorized by its General Directorate of Ports at the request of the port administration, ASIPONA Topolobampo. Wharfage is MXN 12.05 per tonne loaded or unloaded, and the amounts exclude VAT (IVA). The tariffs take effect twenty business days after the September 22, 2026 publication in the official gazette (DOF).
What changed
The schedule is set out in oficio 4964/2026 of September 4, 2026, linked from the notice. For commercial vessels, port dues are a fixed fee of MXN 20,453.38 per vessel plus a variable fee of MXN 5.60 per gross tonnage unit or gross registered ton (TRB).
Vessels under 500 TRB or under 45 metres in length pay a daily port fee of MXN 107.39. Berthing for commercial vessels at non-specialized docks costs MXN 15.30 per metre of length per hour, and the ferry passenger fee is MXN 36.10 per passenger.
The oficio also sets charges for tourist vessels and cruise passengers in deep-sea (altura) traffic. The tariff must be notified to the Ministry of Finance (SHCP) before it is applied, can be consulted free of charge at the port administration's offices and may be reviewed each year under article 61 of the Ports Law.
What an import team should check
- Add wharfage of MXN 12.05 per tonne loaded or unloaded, plus IVA, to landed-cost estimates for cargo moving through Topolobampo.
- Ask your shipping line or shipping agent which vessel charges, such as the per-vessel fee, the TRB fee or berthing per metre-hour, they pass through on your invoices.
- Confirm with your customs broker or the port administration the start date, twenty business days after the September 22, 2026 publication, and split costs before and after it.
