Mexico opens a Rule 8a route for mining grinding-ball inputs
Mexico added a Rule 8a authorization criterion for definitive imports of steel bars under 7228.30.01 and 7228.30.99 used to make mining grinding balls under 7326.11.03. The amendment was published on 30 October and takes effect on 31 October 2026.
What changed
The change expands criterion VI in Annex 2.2.2, numeral 2, within the steel-industry table using special classifications 9802.00.13 and 9802.00.23. It opens a permit route for the specified manufacturing use while the ordinary steel-bar tariff cited in the notice is 35%.
The existing registration, prior authorization and other applicable criteria remain; the amendment does not automatically approve a shipment or repeal the ordinary tariff.
Three checks for import teams
- Match each steel bar to 7228.30.01 or 7228.30.99 and document its use in mining balls classified 7326.11.03.
- Check the manufacturer’s relevant registration and obtain the Economy Ministry’s Rule 8a authorization under the applicable special code.
- Confirm the authorized entry conditions and retain production-use evidence before calculating the tariff benefit.
