Mexico adds a prior permit for auto-assembly parts 9803.00.01
Mexico now requires an Economy Ministry prior import permit for qualifying automobile-assembly parts and components under 9803.00.01. The amendment was published on 29 October and applies from 30 October 2026, covering definitive imports and the specified fiscal-warehousing route.
What changed
New Rule 2.2.4 III BIS and Annex 2.2.1 item 1-BIS apply to the eligible terminal automotive industry with authorized fiscal warehousing. DGFCCE issues the permit subject to a favorable DGIPAT opinion and compliance with the ministry’s SNICE guidelines.
The requirement remains in force for the duration of the temporary tariff-exemption decree published on 13 October. This adds an authorization condition; it does not itself approve an importer or grant a blanket exemption.
Three checks for import teams
- Confirm eligibility, the actual part/component and classification 9803.00.01, including the authorized fiscal-warehousing arrangement.
- Obtain the DGFCCE permit and verify the favorable DGIPAT opinion and current SNICE application guidelines before import.
- Check the 13 October exemption decree’s continuing validity and retain the permit with the definitive-import or warehouse entry file.
