Mexico sets provisional duties on ceramic tiles from India

Mexico imposed provisional antidumping duties on ceramic floor and wall tiles originating in India, regardless of the country from which they are shipped. Effective September 29, 2026, the amounts are US$0.07 per square metre for Alliance, US$4.31 for other cooperating producers/exporters that were not selected, and US$10.98 for Maps and other exporters. Tiles from Cyan are provisionally exempt. The investigation continues, so these are not final rates.

What changed

The decision covers ceramic and porcelain floor or wall tiles under tariff lines 6907.21.02, 6907.22.02 and 6907.23.02, or another line when the written product description applies. It covers both temporary and definitive imports; the shipment route does not change the origin test.

The notice excludes listed special pieces such as decorative inserts, mouldings, stair treads and skirting, so a tariff code by itself is not enough to decide coverage. Duties are stated in US dollars per square metre but paid in the peso equivalent.

They run for six months from entry into force while the case proceeds. An importer may guarantee the provisional amount in a legally permitted form, and a shipment proven to originate outside India is not subject to these measures.

The notice gives participating interested parties 20 business days from entry into force to submit further evidence; that period is a case deadline, not a grace period for paying a duty. The ordinary import tariff is a separate charge and should not be confused with these provisional antidumping amounts.

What an import team should check

  • Match the supplier, producer and invoices to the named rate category; do not apply Alliance or Cyan treatment to an unrelated exporter.
  • Check the tile specification, water absorption, tariff line, excluded special-piece list and square-metre quantity with your customs broker before pricing the entry.
  • Keep origin evidence and confirm the applicable peso conversion and guarantee or payment instructions for entries from September 29, 2026.
