Preliminary antidumping review results: Malaysian PC strand
Commerce published preliminary results on September 10, 2026, for the June 2024–May 2025 antidumping review of Malaysian prestressed concrete steel wire strand. Kiswire, Southern PC Steel and Wei Dat have proposed margins of 1.29%, 1.42% and 1.36%; Southern Steel’s review was rescinded because it had no reviewable suspended entries.
What changed
Commerce assigned preliminary weighted-average dumping margins of 1.29% to Kiswire, 1.42% to Southern PC Steel and 1.36% to non-examined Wei Dat for the June 1, 2024–May 31, 2025 review period. The Wei Dat rate is the simple average of the two examined firms.
Commerce rescinded Southern Steel’s review because CBP data showed no reviewable suspended entries; entries for that company are to be assessed at the cash deposit required when they entered, not automatically at one of the new preliminary margins.
The notice requests case briefs within 21 days of its September 10 publication, via ACCESS by 5 p.m. Eastern Time.
New cash-deposit instructions for reviewed firms take effect only after final results; the existing 5.13% investigation all-others rate continues for other manufacturers or exporters in the stated category. Importers of relevant entries must file antidumping-duty reimbursement certificates before liquidation.
