U.S. keeps AD/CVD orders on small vertical engines from China
Commerce’s 26 October notice continues both AD and CVD orders on covered Chinese small vertical-shaft engines after the first sunset review. CBP will keep collecting deposits at the rates applicable when the engines enter; no new uniform rate is set.
What changed
The written scope covers specified spark-ignition engines from 99 cc to below 225 cc, including unfinished engines and engines mounted on equipment in China or a third country. When imported on equipment, only the engine is covered.
A defined commercial/heavy-commercial exclusion has several cumulative conditions; displacement or an equipment tariff code alone does not establish exclusion.
Three checks for import teams
- Match engine origin, displacement, construction and any unfinished-engine components to the written scope.
- For mounted engines, separate the engine from the equipment and verify every condition of a claimed commercial-engine exclusion.
- Confirm the applicable AD and CVD deposit instructions with the broker; the notice’s date inconsistency needs checking.
