Preliminary antidumping review results: Chinese cased pencils

On September 10, 2026, the U.S. Department of Commerce published preliminary results of the 2024-2025 administrative review of antidumping duties on certain cased pencils from China. They found sales below normal value and preliminarily included four Chinese companies in the China-wide entity with a 114.90% duty rate.

What changed

The preliminary administrative review covers cased pencils from China for December 1, 2024, to November 30, 2025.

Due to the absence of submitted Separate Rate Applications (SRAs) by four named Chinese exporters, Commerce found them ineligible for separate rates and included them in the China-wide entity with a 114.90% antidumping duty rate.

No individual respondent was selected for detailed examination, and no questionnaires were issued. Interested parties may submit case briefs within 21 days, with rebuttals due five days later. Final results are expected within 120 days of this notice.

Importers should be aware of their duty reimbursement certification obligations prior to liquidation.

  • Verify if your company is listed among the four firms preliminarily included in the China-wide entity.
  • Submit a Separate Rate Application or Certification promptly if eligible and not yet done.
