Ukraine steel strand: 0% preliminary dumping margin

On September 10, 2026, Commerce published a preliminary 0.00% dumping margin for PJSC Stalkanat in its June 2024–May 2025 review of prestressed concrete steel wire strand from Ukraine. The finding is provisional: Commerce will request more information and announce the case-brief schedule later.

What changed

The administrative review concerns the existing antidumping order on Ukrainian prestressed concrete steel wire strand and entries from June 1, 2024, through May 31, 2025.

Commerce preliminarily found a 0.00% weighted-average dumping margin for PJSC Stalkanat, but will seek further information from the company before final results. The notice expressly defers the deadline for case briefs and written comments; rebuttal briefs are due five days after that future deadline.

A zero preliminary margin does not cancel the existing order or immediately reset cash deposits. Company-specific deposits for reviewed shipments change only from publication of final results; the existing 19.30% investigation all-others rate continues for other producers or exporters in the stated category.

Importers must file reimbursement certificates before liquidation of relevant entries or risk double antidumping duty assessment.

Key Actions for Importers and Stakeholders

  • Verify Stalkanat as the actual producer or exporter and reconcile June 2024–May 2025 entry records with the written scope.
  • Watch ACCESS for Commerce’s later case-brief deadline and final results; do not treat the preliminary zero margin as a current zero deposit.
  • File the antidumping-duty reimbursement certificate before liquidation of relevant entries; check the applicable existing supplier rate in the meantime.
