Preliminary antidumping review results: Indian quartz surfaces

On September 14, 2026, the US Department of Commerce published preliminary results of the antidumping duty administrative review on certain quartz surface products from India for June 2024 to May 2025. Findings show dumping margins for Cuarzo/Beyyond at 4.91% and zero for Pokarna Engineered Stone Limited, with partial rescission for several companies.

What changed

The US Department of Commerce preliminarily determined that during the period June 1, 2024, through May 31, 2025, Cuarzo and Beyyond Rocks Private Limited (treated as a single entity) sold quartz surface products at less than normal value, with a weighted-average dumping margin of 4.91%. Pokarna Engineered Stone Limited showed no dumping (margin 0.00%). The review was rescinded for 53 companies due to withdrawal or no suspended entries, and an intent to rescind was declared for 4 additional companies lacking reviewable entries.

Comments on the intent to rescind are due by September 15, 2026, with rebuttals by September 22. Importers should prepare for cash deposits based on these findings following the final results, expected within 120 days post-notice.

The Department uses weighted average margins for companies not individually reviewed, assigning them the Cuarzo/Beyyond rate. Verification and final comments will follow this preliminary stage.

Check the review status and deadlines

  • Review if your company is listed among the reviewed Indian quartz producers and check the preliminary dumping margins assigned.
  • The partial-rescission comment and rebuttal deadlines of 15 and 22 September have passed. Check Commerce ACCESS for any later verification report and the separate case-brief schedule before filing.
  • Prepare to adjust cash deposit rates upon final results, considering the assigned preliminary antidumping duty assessment rates.

This preliminary notice does not establish final antidumping duty rates or confirm cash deposit obligations, which will be set out in the forthcoming final results. It also does not cover importers’ specific duty assessments or suspension of liquidation instructions.
