Argentina raw honey: three preliminary U.S. review rates
Commerce’s 14 September 2026 preliminary review of Argentine raw honey assigns 1.93% to NEXCO, 6.80% to Villamora and 3.48% to 34 non-examined companies for June 2024–May 2025. These are proposed review margins, not new deposits today. The existing 16.92% all-others deposit still applies where no company rate exists; reviewed company deposits can change only after final results.
What changed
The two mandatory respondents, NEXCO S.A. and Villamora S.A., received preliminary weighted-average dumping margins of 1.93% and 6.80%. Commerce calculated a 3.48% review-specific rate for 34 firms with reviewable entries that it did not individually examine.
The record covers 1 June 2024–31 May 2025, not every Argentine honey shipment. Interested parties can file case briefs within 21 days of publication, rebuttal briefs within five days after that deadline, and a hearing request through ACCESS by 5 p.m. Eastern within 30 days.
After final results, Commerce plans importer-specific assessment for reviewed NEXCO and Villamora sales; zero or de minimis final rates can lead to liquidation without antidumping duties.
Merchandise those firms sold without knowing its U.S. destination can instead use the investigation all-others rate if no intermediary rate exists. New company deposits would take effect only with final results; the pre-existing all-others rate is 16.92%.
Key Compliance Actions for Importers
- Match the producer and exporter to NEXCO, Villamora, one of the 34 listed non-examined firms or another supplier; do not treat 3.48% as a universal rate.
- For June 2024–May 2025 entries, reconcile importer, sales and intermediary records before estimating eventual assessment; retain current CBP deposit instructions for new entries until final results.
- If a party to the case, calendar the 21-day case-brief period, five-day rebuttal window and 30-day ACCESS hearing-request limit measured from 14 September publication.
