Antidumping probes on hydraulic cylinders from 5 countries

On September 14, 2026, the US Department of Commerce announced the initiation of antidumping duty investigations on certain linear hydraulic cylinders from Canada, China, India, Korea, and Mexico. The investigations follow petitions filed by domestic producers alleging sales at less-than-fair-value and injury to US industry.

What changed

Commerce published this antidumping investigation initiation on September 14; the notice is applicable September 8, 2026, and follows petitions filed July 29. It concerns specified steel-barrel linear hydraulic cylinders and certain parts from Canada, China, India, South Korea and Mexico.

The investigation period is July 2025–June 2026 for all five origins except China, for which it is January–June 2026.

The notice reports petition-based estimated dumping-margin ranges, from 56.79–157.12% for Mexico to 248.33–744.85% for Canada; those are initiation estimates, not assessed duties or current cash-deposit rates.

Commerce requests scope comments by 5 p.m. Eastern Time on September 28 and rebuttals by 5 p.m. on October 8 through ACCESS. The USITC separately reviews possible injury, and a negative country-specific decision ends that investigation.

Key Actions to Take for AD Investigation Initiation

  • Compare the written scope, including bore and retracted-length thresholds and covered parts, with product drawings; do not classify by HTS code alone.
  • Match exporter, origin and entry records to the applicable investigation period; keep petition estimates separate from actual cash deposits.
  • If affected, file scope comments through ACCESS by September 28 at 5 p.m. Eastern Time, or rebuttals by October 8, and track separate Commerce and USITC determinations.
