CVD probes on hydraulic cylinders from China, India, Mexico
On September 14, 2026, the US Department of Commerce announced the initiation of countervailing duty investigations into imports of certain linear hydraulic cylinders and parts from China, India, and Mexico, following petitions alleging subsidization and injury to US producers.
What changed
Commerce published the countervailing-duty investigation initiation on September 14, applicable September 8, 2026, after July 29 petitions concerning specified steel-barrel linear hydraulic cylinders and parts from China, India and Mexico. The subsidy investigation period is January–December 2025 for each origin.
Commerce found enough information to investigate 21 alleged subsidy programs for China, 33 for India and 23 for Mexico; it has not established that these programs confer countervailable benefits. Scope comments are requested through ACCESS by 5 p.m. Eastern Time on September 28, with rebuttals by 5 p.m. on October 8.
The USITC separately evaluates injury after Commerce notifies it of initiation. Neither a subsidy rate nor a cash-deposit instruction is set by this notice.
Action Checklist for US Importers of Linear Hydraulic Cylinders
- Compare cylinder drawings and parts with the written scope, including the one-inch bore and four-inch retracted-length thresholds.
- Keep 2025 supplier, origin and entry records available; treat the 21, 33 and 23 programs as allegations under investigation, not findings of subsidy.
- If affected, submit scope comments via ACCESS by September 28 at 5 p.m. Eastern Time or rebuttals by October 8, and track Commerce and USITC decisions before changing deposit treatment.
