Brazil raw honey: preliminary U.S. margins and 11 rescissions
Commerce’s 14 September 2026 preliminary Brazil raw-honey review gives Melbras 1.67%, Minamel 2.64% and other reviewed, non-examined companies 2.16% for June 2024–May 2025. Eleven companies leave the review: Apis Nativa after a timely withdrawn request and ten without suspended entries. The existing all-others deposit remains 9.38% pending final company-rate decisions.
What changed
Commerce preliminarily found below-normal-value sales by Melbras Importadora e Exportadora Agroindustrial and Minamel Agroindústria. Their review margins are 1.67% and 2.64%; the 2.16% rate for non-examined reviewed firms is the simple average of the two, not a Brazil-wide duty.
The review period is 1 June 2024–31 May 2025. Apis Nativa’s review was rescinded after withdrawal of its request, while ten Appendix III companies had no reviewable suspended entries.
Parties may file case briefs within 30 days after 14 September publication, rebuttals within five days after that, and hearing requests in ACCESS by 5 p.m. Eastern within 30 days.
After final results, Melbras and Minamel assessment can be importer-specific; goods sold without a known U.S. destination may use the investigation all-others rate if no intermediary rate exists.
Rescinded companies’ appropriate entries use the cash deposit required at entry, with rescission instructions planned no earlier than 35 days after this notice. New company deposits await final results; the pre-existing all-others rate remains 9.38%.
Action Checklist for Importers and Exporters
- Identify whether the supplier is Melbras, Minamel, a listed non-examined firm, Apis Nativa, one of the ten no-entry firms or another exporter; do not apply 2.16% to all Brazil honey.
- For June 2024–May 2025 entries, reconcile exporter, intermediary, suspended-entry and deposit-at-entry records; use current CBP deposits on new entries until final results.
- If a party, calendar the 30-day case-brief and ACCESS hearing-request windows and five-day rebuttal period from 14 September; follow later assessment and rescission instructions.
