Preliminary countervailing duty results: glycine from India

Commerce published preliminary 2024 countervailing duty review results for glycine from India on 14 September 2026. Kumar Industries received a proposed 39.75% subsidy rate and Mulji Mehta Enterprises 104.92%; non-selected Mulji Mehta Pharma was assigned 39.75%. The review was rescinded for 27 other companies after timely withdrawal of requests.

What changed

The review covers 1 January through 31 December 2024 and remains preliminary. Commerce calculated 39.75% for mandatory respondent Kumar Industries and 104.92% for mandatory respondent Mulji Mehta Enterprises.

Mulji Mehta Pharma was not selected for individual examination; Commerce assigned it Kumar’s 39.75% rate because Mulji Enterprises’ rate was based entirely on adverse facts available, while an affiliation question remained under consideration.

Commerce rescinded the review for 27 companies after review requests were withdrawn in time. These proposed rates and the rescission list should be checked against the actual producer and exporter; final assessment and deposit instructions will follow later.

Action checklist for glycine importers and stakeholders in the US

  • Identify whether the supplier is Kumar Industries, Mulji Mehta Enterprises, non-selected Mulji Mehta Pharma or one of the 27 rescinded companies.
  • Keep the preliminary 39.75% and 104.92% subsidy rates separate from current cash-deposit instructions for new entries.
  • Track final results and any comment deadlines through Commerce’s official notice and ACCESS before changing entry treatment.
