USITC opens antidumping and CVD inquiries on pizza boxes

On September 14, 2026, the U.S. International Trade Commission (ITC) announced preliminary antidumping and countervailing duty investigations on corrugated pizza boxes imported from China, Malaysia, and Turkey. These probes respond to allegations that imports are subsidized (Turkey) or sold below fair value, potentially harming the U.S. industry.

What changed

The ITC instituted investigations under the Tariff Act of 1930 to assess whether a domestic industry is materially injured or threatened by imports of corrugated pizza boxes classified under tariff code 4819.10.00 from China, Malaysia, and Turkey.

Petitions were filed by the American Pizza Boxes Manufacturers Coalition and the USW union. The process includes a preliminary determination deadline of October 26, 2026, and the ITC must submit views to the Department of Commerce by November 2, 2026.

Interested parties may participate by filing appearances within seven days of publication, and a conference is scheduled for September 30, 2026.
