Indian glycine: U.S. final review sets 57.17% for two exporters
Commerce's 15 September 2026 final review assigns a 57.17% dumping margin to Medilane Healthcare and Mulji Mehta Enterprises for Indian glycine entered in the June 2024–May 2025 review period. For new consumption entries from publication, those two exporters have a 57.17% cash deposit rate; the existing all-others deposit remains 7.23%, and previously reviewed suppliers keep their applicable company rates.
What changed
Commerce adopted its May preliminary results without changes after receiving no comments. The final table lists Medilane Healthcare Private Limited and Mulji Mehta Enterprises at 57.17% each for the 1 June 2024–31 May 2025 review period.
That final review governs assessment of appropriate entries in that historical period. Separately, new entries or warehouse withdrawals for consumption on or after 15 September use 57.17% deposits for the two named respondents.
An exporter or producer with an existing company rate may retain that rate under the notice's hierarchy; the all-others rate remains 7.23%. Commerce says it intends to issue assessment instructions to CBP no earlier than 35 days after publication.
A timely Court of International Trade summons could delay liquidation of relevant entries while parties seek an injunction.
Action Steps for Importers of Indian Glycine
- Match the exporter and producer on each glycine entry to Medilane, Mulji Mehta, a company with a prior rate, or the all-others category; do not apply 57.17% to every Indian supplier.
- For consumption entries from 15 September 2026, check the correct cash deposit in ACE: 57.17% for the two named respondents, an applicable prior company rate for others, or 7.23% all-others when no company rate applies.
- For entries in the June 2024–May 2025 review period, track CBP assessment and any court-related liquidation hold; file the duty-reimbursement certificate before liquidation to avoid the notice's double-duty presumption.
