US Final Results: Countervailing Duty Review on Korean OCTG 2023

On September 15, 2026, the US Department of Commerce announced final results of the 2023 countervailing duty administrative review on oil country tubular goods (OCTG) from Korea. No countervailable subsidies were found for SeAH Steel Corporation, and the review for Hyundai Steel Pipe was rescinded due to no shipments during the period. Final subsidy rate for SeAH is de minimis at 0.12%.

What changed

The US Department of Commerce completed its 2023 administrative review of the countervailing duty order on OCTG from Korea covering January 1 to December 31, 2023.

Commerce determined no countervailable subsidies were granted to SeAH Steel, assigning a de minimis subsidy rate of 0.12%. The review regarding Hyundai Steel Pipe Co., Ltd. was rescinded as it had no entries under suspension during the review period according to CBP data.

The final results follow the preliminary findings published in May 2026 and incorporate responses to comments from SeAH. CBP will liquidate entries of SeAH Steel without regard to countervailing duties. Rescission for Hyundai Pipe means duties continue at prior deposit rates.

The notice includes instructions for cash deposits and assessment timing, with a five-day disclosure period and appeal procedures.
