US Preliminary Countervailing Duty Results on Turkish OCTG, 2026

On September 15, 2026, the US Department of Commerce published preliminary results of its 2024 countervailing duty administrative review on certain oil country tubular goods (OCTG) from Türkiye. Borusan Birleşik Boru Fabrikalari Sanayi ve Ticaret A.Ş. was found to receive countervailable subsidies at a rate of 0.63%. Comments are invited on these preliminary findings.

What changed

The US Department of Commerce conducted an administrative review for the 2024 calendar year on countervailable subsidies in imports of certain oil country tubular goods (OCTG) from Türkiye, specifically examining Borusan Birleşik Boru Fabrikalari Sanayi ve Ticaret A.Ş., the sole respondent.

The preliminary determination released on September 15, 2026, found a net subsidy rate of 0.63% ad valorem. Deadlines were extended due to a government shutdown and backlog, with the preliminary results deadline set at September 10, 2026.

Interested parties may submit comments and request hearings within specified timeframes. Unless extended, Commerce intends to issue final results within 120 days of this publication.

The preliminary 0.63% finding is not a new cash-deposit instruction; final results and later CBP instructions determine any change to applicable deposits or assessments.

Next Steps for Importers and Stakeholders

  • Treat Borusan’s 0.63% as a preliminary subsidy finding, not a new cash-deposit instruction; compare the final results with current CBP instructions before changing entry estimates.
  • Submit comments or case briefs within 21 days if disputing or supporting the preliminary findings.
  • Monitor for the final determination and updated CBP instructions on duty assessments following the publication of final results.

This notice only provides preliminary countervailing duty findings for 2024 on Borusan’s OCTG imports from Türkiye and does not replace any cash-deposit rate currently in effect; final rates and assessment instructions depend on the final results and subsequent CBP instructions.
