China steel racks: 10.34% margin and separate assessment rules
The U.S. final review published 15 September 2026 sets a 10.34% dumping margin for the Nova group and Jiangsu JISE on certain Chinese steel racks for September 2023–August 2024. That is the cash deposit rate for their new consumption entries. The existing China-wide 144.50% rate remains for exporters without a separate rate; historical entries require their own assessment analysis.
What changed
Commerce calculated the final 10.34% weighted-average margin for the collapsed Nova group—Jiangsu Nova Intelligent Logistics Equipment, Nanjing Jinshidai Storage Equipment and Hebei Nova Intelligent Logistics Equipment—and for Jiangsu JISE.
Nanjing Urgo did not qualify for a separate rate and remains in the China-wide entity, whose 144.50% rate was not reviewed or changed. Commerce rescinded its review of Nanjing Kingmore because it found no suspended entries in the 1 September 2023–31 August 2024 period.
For that historical period, CBP assessment on reviewed Nova sales uses importer-specific rates; zero or de minimis rates may mean liquidation without antidumping duties.
Nova merchandise entered under its case number but absent from reported U.S. sales can instead be assessed at 144.50% if no intermediate-company rate exists. Urgo entries use the China-wide rate.
Separately, from 15 September the cash deposit is 10.34% for Nova and JISE, the latest applicable separate rate for previously reviewed exporters, 144.50% for Chinese exporters without a separate rate, or the supplying Chinese exporter’s rate for a non-China exporter without one.
Commerce plans assessment instructions no earlier than 35 days after publication; a timely court summons can delay liquidation.
Key Actions for Importers: Steel Racks from China Review
- Match the Chinese producer and exporter, including all three Nova group names, to a separate-rate company or the China-wide entity before estimating deposits.
- For consumption entries from 15 September 2026, verify the applicable deposit in ACE: 10.34% for Nova or JISE, a prior separate rate where available, or the existing 144.50% China-wide rate; check the Chinese supplier for non-China exporters.
- For September 2023–August 2024 entries, reconcile Nova U.S. sales with entry records and track importer-specific CBP assessment, the unreported-entry exception and any court-related liquidation hold.
