China tin mill steel: preliminary U.S. subsidy deposits
Commerce preliminarily found countervailable subsidies on tin mill products from China and set a 66.61% estimated cash deposit for the two examined Shougang companies and all other producers. The notice took effect on 15 September 2026; it is a preliminary determination, not a final duty order.
What changed
Commerce preliminarily assigns a 66.61% estimated subsidy rate to Shougang Holding Trade (Hong Kong), Shougang Jingtang United Iron & Steel and all other producers or exporters. The two examined-company figures rely on adverse facts available; the all-others figure is derived under the notice’s stated method.
Commerce says it will direct CBP to suspend liquidation and collect deposits on covered consumption entries from 15 September 2026.
It also preliminarily finds critical circumstances for both named firms and all others, so the planned suspension reaches unliquidated covered entries from 17 June, 90 days before publication.
Appendix I controls coverage: flat-rolled steel plated or coated with tin, chromium or chromium oxides; the cable-armoring tape exclusion requires every one of seven conditions. Commerce revised the preliminary scope after comments.
The final CVD decision is aligned with the companion antidumping case and was scheduled no later than 30 November 2026 unless postponed; a final injury finding is still needed before a CVD order. The preliminary 66.61% deposit is not a final duty for every entry.
What import teams should verify
- Compare composition, coating, dimensions and all seven cable-armoring tape exclusion conditions with Appendix I; a tariff line alone does not decide coverage.
- Separate new consumption entries from 15 September from still-unliquidated covered entries since 17 June, and verify the CBP implementation of critical-circumstances suspension and deposits.
- Record producer/exporter identity, entry and liquidation status, specifications and CBP deposit instructions; monitor the aligned final CVD/AD decisions and later injury stage.
