U.S. opens AD/CVD investigations on Chinese amine catalysts
Commerce opened AD and CVD investigations on six specified amine catalysts from China, applicable from 19 October 2026 and published on 26 October. Certain blends are covered when in-scope amines reach at least 1% by weight; this is not a case on all amines.
What changed
The written scope includes qualifying polyurethane B-side blends and Chinese amines processed in a third country. Only the in-scope amine component is covered, with an exclusion for material already covered by the identified alkyl-phosphate-ester orders.
Producer/exporter quantity-and-value responses are due 2 November at 5 p.m. Eastern; scope comments on 9 November and rebuttals on 19 November use the same cutoff.
Three checks for import teams
- Match the chemical identity, listed CAS references, physical properties and blend concentration to the written scope.
- Trace Chinese amine origin through third-country blending and check the existing alkyl-phosphate-ester order exclusion.
- Coordinate the supplier’s 2 November responses and any 9/19 November scope filings in both the AD and CVD cases.
