Rosarito port rules take effect with 48-hour arrival notice

Rosarito's Rules of Operation took effect on 11 September 2026, the day after Mexico's DOF notice. The linked 147-page rules require the shipping company or agent to email vessel-arrival notice to the Harbour Master's Office and ASIPONA Ensenada at least 48 hours before arrival. Changes generally need 24 hours' notice; the port has no public-use terminal or ASIPONA-operated quay.

What changed

The 10 September DOF notice publishes links to rules already authorized by the Directorate General of Ports; it expressly sets the following day as the effective date.

In the linked DOF PDF, Rule 30 requires an authorised shipowner, shipping company or ship agent to notify the Harbour Master's Office and ASIPONA Ensenada by email at least 48 hours before a vessel arrives, including intended operations.

If navigation or operational conditions change the arrival date, the agent must generally notify both parties 24 hours ahead; authorised forced arrivals are excepted.

Rule 31 says Rosarito has no ASIPONA-operated quay or public-use terminal: private terminal plans follow their own procedures and customer contracts while complying with the port rules. The notice's institutional PDF link returned 404 during the 23 September review; the DOF PDF was accessible.

Three immediate checks

  • Open the DOF-hosted Rules of Operation PDF linked in the notice and check Rules 30–31 for the vessel and terminal involved; use the DOF copy if the institutional link remains unavailable.
  • For a planned arrival, send the vessel-arrival notice and intended operations by email to the Harbour Master's Office and ASIPONA Ensenada at least 48 hours ahead; discuss any forced-arrival exception with the Harbour Master.
  • If the arrival date changes, notify both parties generally 24 hours before arrival and align the private terminal's operating plan with its procedures and customer contract.

The notice sets the 11 September effective date but does not reproduce the 147-page rules. These arrival and private-terminal requirements come from Rules 30–31 of the linked DOF PDF; they do not establish a new customs tariff or a public-terminal service at Rosarito.
