U.S. requires ACH payment for post-summary correction increases

CBP modified its National Customs Automation Program test for post-summary corrections (PSCs). Since August 5, 2026, participants must pay any increase in estimated duties, taxes and fees from a PSC through ACH Debit or ACH Credit instead of check or cash, and cannot file another PSC until that increase is paid in full and processed.

What changed

The notice makes three changes and one clarification. Participants may pay a PSC increase before liquidation or wait for CBP's bill at liquidation, but a partial payment blocks any further PSC; an AD/CVD increase must be paid via ACH within three business days of filing the PSC.

A PSC may be filed after the usual 300-day window for entries whose liquidation is suspended beyond 300 days and that carry a suspension basis such as AD/CVD, EAPA or court injunction, which CBP has allowed in practice since 2022.

Interest on a PSC increase will not be accepted before liquidation; CBP bills it afterwards. Other terms of the test stay in effect, and fields such as the importer of record, date of entry and bond still cannot be changed by PSC.

What an import team should check

  • Confirm your company is enrolled in ACH Debit or ACH Credit, since PSC increases in duties, taxes and fees can no longer be paid by check or cash.
  • Track PSCs that raise AD/CVD so the added amount is paid via ACH within three business days, and pay other increases in full before filing another PSC on the same entry.
  • Review open entries with liquidation suspended for AD/CVD, EAPA or a court injunction with your broker, since these may still be corrected by PSC after 300 days.
