Brazilian foil: CBA’s final antidumping deposit is 13.65%

Commerce finalized a 13.65% dumping margin for Companhia Brasileira de Alumínio and CBA Itapissuma, treated as one entity. That becomes their cash-deposit rate for covered Brazilian aluminum foil entering for consumption or withdrawn from warehouse from 30 October 2026.

What changed

The review covers 1 November 2023 through 31 October 2024. Historical entries receive importer-specific assessment rates, so the new deposit must not be applied mechanically as every importer’s final bill.

Other previously reviewed companies retain their applicable rates; the residual all-others deposit remains 13.93%. Commerce plans assessment instructions no earlier than 35 days after publication, subject to litigation-related holds.

Three checks for import teams

  • Match the covered foil’s origin and actual producer/exporter chain to CBA or the applicable previously established rate.
  • Separate the new 30 October deposit from importer-specific liquidation of entries in the 2023–2024 review period.
  • Keep assessment instructions and the reimbursement certificate with the entry file before liquidation.
