U.S. continues duties on Chinese non-refillable cylinders
The U.S. continues the existing antidumping and countervailing-duty orders on Chinese non-refillable steel cylinders after the first five-year reviews. Continuation applies from 14 October 2026, although the notice was published on 29 October. CBP keeps collecting deposits at entry-time rates.
What changed
The covered cylinders are seamed, welded or brazed, with water capacities from 4.9 to 25 litres and the specified DOT 39, TransportCanada 39M or ISO 11118 characteristics. They can enter without valves or pressure-release devices; otherwise qualifying cylinders filled with pressurized air are included.
Seamless non-refillable cylinders are expressly excluded. The written product description controls over the listed tariff codes.
Three checks for import teams
- Check seams, capacity and specification against the written scope, including the seamless-cylinder exclusion.
- Keep the applicable company and case deposit instructions for Chinese-origin goods; this notice supplies no new common rate.
- Retain the continuation notice and entry records; a five-year review does not make the orders expire automatically.
