U.S. changes which Canadian goods face the 50% extra duty

The U.S. removed 22 tariff classifications and added 100 to the Canadian products subject to the additional 50% Section 338 duty. The revised coverage applies to consumption entries and warehouse withdrawals from 12:01 a.m. Eastern on 30 October 2026.

What changed

Proclamation 11076 changes the product list, rather than placing every Canadian import under a new uniform duty. Removed items include specified corrugated cartons and packaging machinery; additions include specified shampoos, cocoa powders and vinyl flooring.

The exact eight-digit HTSUS codes in Annexes I and II control. CBP identifies 9903.03.14 for covered goods and says the additional duty can also apply alongside Section 232 duties.

Three checks for import teams

  • Compare the exact product code with both the removal and addition lists; broad product names cannot settle coverage.
  • Check Canadian origin and the consumption-entry or warehouse-withdrawal time against the 30 October trigger.
  • Recalculate entry costs using CBP CSMS 70314289, including applicable Chapter 99 reporting and other duties.

The civil-aircraft exception in the annex and other entry-specific provisions still matter. Removal from this list does not remove every other duty; AD/CVD, Section 232 and other charges can remain.
