U.S. sets FY2027 customs user fees, MPF cap rises to $670.86
CBP adjusted COBRA customs user fees and their limits for Fiscal Year 2027 after the CPI-U rose 2.84 percent. From October 1, 2026, the merchandise processing fee (MPF) minimum is $34.58 and the maximum $670.86, while the MPF ad valorem rate stays at 0.3464 percent. The commercial vessel arrival fee becomes $604.47.
What changed
Under the FAST Act, CBP must adjust these fees when the average CPI-U for June to May rises more than 1 percent over the prior period; it compared June 2025 to May 2026 with June 2024 to May 2025.
Other FY2027 amounts listed include informal entry or release fees of $2.77 (automated, not prepared by CBP), $8.30 (manual, not prepared by CBP) and $12.45 (manual, prepared by CBP); a $4.15 surcharge for manual entry or release; an $8,237.06 calendar-year cap on vessel arrival fees; a $7.60 commercial truck arrival fee; a $1.38 express consignment fee per waybill or bill of lading; and a $190.88 customs broker permit user fee.
For the MPF only the limits change, not the rate. CBP will also keep the fee tables on its website.
What an import team should check
- Ask your customs broker to confirm that MPF charges from October 1, 2026 apply the new $34.58 minimum and $670.86 maximum, with the rate still 0.3464 percent.
- Update landed-cost and budget models with the FY2027 amounts that apply to your entries, such as informal entry fees of $2.77 to $12.45 or the $1.38 express consignment fee.
- Compare broker invoices and statements for entries from October 2026 against the adjusted fee tables that CBP says it will keep on cbp.gov.
