Taiwan solar products: EEPV 0% review, 19.50% exception
The U.S. final antidumping review published 16 September 2026 finds a 0.00% margin for EEPV Corp. on Taiwan crystalline silicon photovoltaic products in February 2024–January 2025. Reported reviewed entries may be liquidated without antidumping duties, but EEPV goods omitted from U.S. sales data can face the 19.50% all-others rate if no intermediate-company rate exists. New EEPV entries have a zero cash deposit.
What changed
Commerce found no EEPV sales below normal value during the 1 February 2024–31 January 2025 review period and left its preliminary 0.00% weighted-average margin unchanged. For reported entries covered by the zero or de minimis final result, Commerce intends to instruct CBP to liquidate without antidumping duties.
The notice draws an important exception: EEPV-produced or EEPV-exported goods entered for consumption during the review period but absent from the reported U.S. sales data may be liquidated at the existing 19.50% all-others rate if no rate applies to an intermediate company.
For new consumption entries from 16 September 2026, EEPV’s cash deposit is zero; a previously reviewed exporter or producer may retain its company rate, and the all-others deposit remains 19.50%. Commerce plans to send assessment instructions no earlier than 35 days after publication, and a timely court summons can hold relevant liquidation while an injunction is sought.
Immediate import operations checks
- Separate EEPV entries reported in the review from EEPV-produced or exported merchandise omitted from U.S. sales data; check the intermediate-company rate before assuming duty-free liquidation.
- For consumption entries from 16 September 2026, verify the EEPV zero cash deposit in ACE and apply an existing company rate or 19.50% all-others for other suppliers as the notice requires.
- Track CBP instructions and possible court holds for February 2024–January 2025 entries; submit the duty-reimbursement certificate before liquidation.
