Chinese chlorinated isocyanurates: preliminary AD results
Commerce preliminarily found chlorinated isocyanurates from China sold at less than normal value for the review period June 1, 2024–May 31, 2025, in a Federal Register notice published September 16, 2026. Two mandatory respondents received preliminary margins; one company’s review was rescinded for no suspended entries. Parties may comment under the deadlines in the notice.
What changed
The Department of Commerce issued preliminary results of the 2024–2025 antidumping administrative review for chlorinated isocyanurates from the People’s Republic of China.
Commerce preliminarily assigned weighted-average dumping margins of 90.65 percent to Heze Huayi and 72.63 percent to Juancheng Kangtai for the period June 1, 2024–May 31, 2025. Commerce rescinded the review for Achlor because CBP data showed “no reviewable, suspended entries” during the period.
The notice modifies case brief and hearing deadlines and states Commerce will disclose calculations within five days of any public announcement and intends to issue final results within 120 days of publication.
The China-wide entity was not reviewed, so its existing 285.63% rate remains unchanged; neither preliminary company margin should be applied to an exporter without verifying separate-rate eligibility.
