Commerce approves duty-free entry of scientific instruments

The U.S. Department of Commerce published a decision on September 16, 2026 approving multiple applications for duty-free entry of scientific instruments under the Educational, Scientific, and Cultural Materials Importation Act. The notice lists docket numbers, applicants (e.g., UChicago Argonne LLC, Lawrence Berkeley National Laboratory) and detailed instrument descriptions. The Department received no public comments.

What changed

This is a decision under Section 6(c) of the Educational, Scientific, and Cultural Materials Importation Act of 1966.

Commerce approved the listed applications after stating that it knew of no U.S.-manufactured instrument of equivalent scientific value for each stated use at the time of order; it received no public comments.

The table ties each approval to an applicant, docket and instrument: docket 25-034 lists UChicago Argonne’s 352-MHz/160kW radio-frequency amplifier systems, while 26-066 lists Lawrence Berkeley National Laboratory’s 72 scientific vacuum chambers.

The notice does not give a different applicant or similar device an automatic exemption, change HTS classifications, or explain the entry paperwork CBP may require.

Immediate checks for import operations

  • Match the named applicant, docket number and instrument description to your shipment; a similar device alone is not the listed approval.
  • Retain the Federal Register decision for the matching approved application with the shipment's entry records.
  • Confirm with your broker or DOC contact whether any additional paperwork (e.g., application copies or DOC correspondence) is required at Customs entry.

The approval is for the named applications and instruments, not a blanket exemption for all scientific equipment. The notice does not change tariff classifications, create new duties, or provide step-by-step customs entry requirements.
