Vietnam OCTG review: SeAH VINA 15.52% AD margin

Commerce's final review of the existing Vietnam oil country tubular goods antidumping order sets SeAH Steel VINA's 2023–24 dumping margin at 15.52%. For covered entries from September 17, 2026, that becomes SeAH VINA's cash-deposit rate. The 111.47% Vietnam-wide rate applies to exporters without a separate rate, not every Vietnamese OCTG shipment.

What changed

This is a final administrative-review result for September 1, 2023–August 31, 2024, not a new order. Commerce changed SeAH VINA's calculation after the preliminary results. For reviewed-period entries, assessment is importer-specific and can differ from the 15.52% weighted-average margin.

SeAH-produced goods sold through an intermediate company with no applicable rate may instead be assessed at the 111.47% Vietnam-wide rate under Commerce's automatic-assessment practice.

For new covered consumption entries from publication, SeAH VINA's deposit is 15.52%; previously reviewed exporters with separate rates retain their latest individual rates, unrated Vietnamese exporters use 111.47%, and unrated non-Vietnamese exporters use the supplying Vietnamese exporter's rate.

Commerce says assessment instructions will issue no earlier than 35 days after publication, with a possible court-injunction delay. The notice points to a separate Issues and Decision Memorandum for the complete product scope; do not infer coverage from the OCTG label alone.

What an import team should check

  • Confirm the exact producer, exporter, intermediary and written OCTG scope before selecting a rate; a Vietnam origin label does not establish the applicable deposit.
  • Separate 2023–24 reviewed entries and their importer-specific assessment from consumption entries on or after September 17 and the current deposit instructions.
  • Preserve entry, origin and supplier-chain evidence, check any separate-rate history with the broker, and file the required antidumping-duty reimbursement certificate before liquidation of relevant reviewed entries.

The published review does not provide every exporter's deposit or every importer's final assessment rate. Confirm scope, intermediary treatment, CBP instructions and any court injunction for the actual entries; do not apply 15.52% or 111.47% universally.
