U.S. issues rebar AD orders for Bulgaria, Egypt, Vietnam

Commerce issued antidumping-duty orders on covered steel concrete reinforcing bar from Bulgaria, Egypt and Vietnam, applicable September 18, 2026, after the ITC found material injury. The investigations have become orders with cash-deposit instructions. The notice does not create one universal rebar rate for all three countries or all entry dates.

What changed

The written scope covers straight-length or coiled rebar, including specified further processing, but excludes plain rounds; tariff numbers are reference aids rather than the controlling scope. The published all-others dumping margins are 53.27% for Bulgaria and 34.20% for Egypt.

Vietnam uses producer/exporter-specific cash-deposit rates adjusted for subsidy offsets, so its margin is not automatically the deposit rate. Commerce separately addresses entries in the provisional-measures gap and says CBP will continue suspension and require deposits under the order instructions.

Egypt and Vietnam also have separate CVD orders, which must not be confused with this AD notice.

What an import team should check

  • Match the rebar's form, processing, origin and written scope, including the plain-round exclusion; a tariff heading alone cannot establish coverage.
  • Record the producer/exporter pair and entry date, then confirm the correct AD deposit table and any provisional-measures gap with the broker before estimating exposure.
  • For Egypt or Vietnam, track the separate CVD order alongside this AD order and retain both official notices, rate confirmations and entry evidence.

This brief summarizes the cited Commerce AD order, not a scope ruling or shipment-specific rate calculation. Confirm producer/exporter identity, entry timing, applicable deposit instructions and final liability with CBP and qualified trade counsel.
