U.S. issues Vietnam and Egypt rebar CVD orders

Commerce issued countervailing-duty orders on covered steel concrete reinforcing bar from Vietnam and Egypt, applicable September 18, 2026, after the ITC found material injury. The cases have moved from investigations to orders. This is not a new duty on every steel product or a single rate for every importer.

What changed

The written scope covers rebar in straight lengths or coils, regardless of metallurgy, length, diameter or grade, and includes specified further processing; it excludes plain rounds. The notice lists estimated subsidy rates of 6.80% for Vietnam and 23.27% for Egypt, including each country's all-others rate.

Commerce says CBP will reinstitute suspension and cash deposits from the publication of the ITC's affirmative injury notice, while entries in the earlier provisional-measures gap require separate treatment. The written scope, not a tariff code alone, controls coverage.

What an import team should check

  • Compare the bar's form, dimensions, processing and origin with the written rebar scope and plain-round exclusion; do not classify coverage from an HTSUS number alone.
  • For Vietnam- or Egypt-origin entries, identify the producer, entry date and any provisional-measures gap before checking the applicable CVD order and deposit instruction with the broker.
  • Keep the product description, origin and producer evidence, entry records, broker rate confirmation and the official order together for later review.
