U.S. issues Algeria steel wire rod CVD order
Commerce issued a countervailing-duty order on covered carbon and alloy steel wire rod from Algeria, applicable September 18, 2026. The notice lists a 73.33% estimated subsidy rate for SPA Algerian Qatar Steel and all others, and directs cash deposits at those rates for covered entries from publication. The rate alone cannot establish that a shipment is covered.
What changed
The order follows a final affirmative subsidy determination. Unlike the pending India solar-cell CVD determination, this Algeria order does not await a separate ITC injury finding: Commerce says Algeria is not a Subsidies Agreement country under the cited U.S. determination.
Commerce will instruct CBP to continue suspension of liquidation and require cash deposits for subject wire rod entered or withdrawn for consumption from publication.
The written scope describes certain hot-rolled steel products in coils, approximately circular, with solid diameter under 19 mm, and excludes, among other products, concrete reinforcing bars and rods. This wire-rod order must not be confused with the separate Algeria rebar orders.
HTSUS headings are for convenience; the written scope controls. The 73.33% rate is based on facts available with adverse inferences for the named respondent and is also the all-others rate.
What an import team should check
- Compare coil form, diameter, steel grade and exclusions with the complete Appendix scope before treating an Algeria-origin entry as subject merchandise.
- For covered entries from September 18, confirm the producer/exporter, applicable 73.33% deposit, entry date and effective CBP instructions with the customs broker; check older entries separately.
- Retain specification sheets, origin evidence, producer identity, entry date, broker decision and the official notice.
