U.S. continues PVA antidumping orders for Japan and China

The U.S. continued existing antidumping orders on polyvinyl alcohol (PVA) from Japan and China after five-year reviews. The notice was published September 18 but the continuation applies from September 11, 2026. This is not a new duty rate: CBP continues collecting cash deposits at the rates in effect when covered goods enter.

What changed

Commerce and the ITC concluded that ending the orders would likely bring back dumping and injury. The scope covers PVA hydrolyzed above 80%, subject to specific exclusions including fiber-form PVA and certain certified grades. HTSUS 3905.30.00 is a reference, but the written scope controls.

The continuation leaves the orders and entry-time cash-deposit approach in place; it does not set a universal rate for every PVA shipment.

What an import team should check

  • Match the product's chemistry, form and any certification against the notice's written scope and exclusions; do not decide scope from the tariff code alone.
  • For Japan- or China-origin covered entries, check the applicable order and cash-deposit rate at the actual entry date with the broker, including entries from September 11 onward.
  • Keep the scope analysis, certificates, entry records and the official notice together so a later review can reconstruct the decision.
