U.S. finds no dumping on Korean heavy walled rectangular pipe

Commerce issued final results of its antidumping duty review of heavy walled rectangular welded carbon steel pipes and tubes from Korea for September 1, 2023 through August 31, 2024. Dong-A-Steel Co., Ltd., HiSteel Co., Ltd. and non-selected Kukje Steel Co., Ltd. each receive a 0.00% margin, which becomes their cash deposit rate for entries from September 21, 2026.

What changed

After case and rebuttal briefs, Commerce changed Kukje Steel's rate to 0.00% and adjusted certain calculations for HiSteel and DOSCO (Dong-A-Steel).

Because the margins are zero, Commerce will instruct CBP to liquidate the relevant entries without regard to antidumping duties; assessment instructions are to follow no earlier than 35 days after publication.

Review-period entries produced by HiSteel or DOSCO that the producer did not know were destined for the United States are to be liquidated at the 3.24% all-others rate if no intermediary has its own rate. Companies not covered keep their most recent rates, and the all-others cash deposit rate stays at 3.24%.

What an import team should check

  • Match producer and exporter names on invoices to Dong-A-Steel, HiSteel or Kukje Steel before applying their 0.00% cash deposit rate to entries from September 21, 2026.
  • Confirm with your broker the current rate for any other Korean supplier; companies without a rate from this or an earlier segment stay at the 3.24% all-others rate.
  • Track liquidation of entries made from September 1, 2023 to August 31, 2024, and ask your broker how deposits paid on them will be handled when CBP liquidates.
