U.S. preliminarily adds Chinese CGI brake drums to AD/CVD orders
Commerce preliminarily found that compacted graphite iron (CGI) brake drums from China are later-developed merchandise circumventing the AD and CVD orders on certain brake drums from China, on a country-wide basis. Commerce will direct CBP to suspend liquidation of unliquidated entries made on or after January 27, 2026 and intends to have CBP collect cash deposits of 150.25% (AD) and 11.94% (CVD), or a company's own rate where it has one.
What changed
The orders, published August 12, 2025, cover gray cast iron brake drums with an inside diameter of 14.75 to 16.6 inches that weigh more than 50 pounds.
The inquiry, opened on January 27, 2026 at the request of Webb Wheel Products, Inc., covers CGI drums of the same size produced in China, for example model M328D557 produced by PanAsia CVS (HK) Limited; the mandatory respondents were CAIEC Trailer Master Co., Ltd., Kara CVS Inc. and Trailer MASTER CVS INC. The deposit rates are the China-wide AD rate and the all-others CVD rate, and they stay in effect until further notice.
This is not the final word: case briefs are due 14 days after the September 22, 2026 publication, rebuttals seven days later and hearing requests within 30 days. Commerce will notify the ITC, which may request consultations, and a final determination will follow.
What an import team should check
- Check specifications and invoices for Chinese brake drums for compacted graphite iron material, a 14.75–16.6 inch inside diameter and a weight over 50 pounds, including model M328D557.
- List CGI brake drum entries made on or after January 27, 2026 that are still unliquidated and ask your customs broker how the suspension and cash deposit instructions will apply to them.
- Ask suppliers whether they have their own company-specific rate under the orders; otherwise budget deposits at 150.25% AD and 11.94% CVD, and note the 14-day comment deadline.
