U.S. preliminarily finds Cambodian wire hangers circumvent orders
Commerce preliminarily found that steel wire garment hangers completed in Cambodia from Chinese or Vietnamese steel wire, or steel wire and paper accessories, circumvent the AD order on hangers from China and the AD and CVD orders on hangers from Vietnam, on a country-wide basis. CBP is to suspend liquidation and collect cash deposits on entries made on or after August 12, 2025.
What changed
By default, CBP will collect deposits at the Vietnam rates, 220.68% AD (Vietnam-wide entity) and 31.58% CVD (all others), under third-country case numbers A-555-812 and C-555-813.
If both the exporter and the importer certify that Chinese steel wire, or wire and paper accessories, were used, the China AD cash deposit rate applies under A-555-918. No exporter may currently certify that its inputs are neither Chinese nor Vietnamese, and Alpha Hanger, Everbrit and Kaining cannot certify at all.
For unliquidated entries made from August 12, 2025 until this notice, importers must file post-summary corrections converting them to AD/CVD entry types (e.g., 01 to 03) and post deposits; certifications for those entries are due within 45 days of the September 22, 2026 publication.
The finding is preliminary: case briefs are due seven days after publication, and a final determination will follow.
What an import team should check
- Ask each Cambodian hanger supplier where its steel wire and paper accessories come from, and flag goods from Alpha Hanger, Everbrit or Kaining, which cannot use the certification program.
- List unliquidated Cambodian hanger entries made since August 12, 2025 and plan the post-summary corrections to AD/CVD entry types with your customs broker, using the case numbers in the notice.
- If the inputs are Chinese, collect the applicable importer, producer and exporter certifications with origin documents and upload them to DIS in ACE, within 45 days for past entries; brokers cannot certify for you.
