U.S. sets final 2024 CVD rates on Italian fluid end blocks
Commerce issued final results of its countervailing duty review of forged steel fluid end blocks from Italy for January 1 to December 31, 2024. Final subsidy rates are 15.94% for Lucchini Mame Forge S.p.A., 10.89% for Metalcam S.p.A., 45.53% for Officine Meccaniche Roselli S.r.l. and 14.55% for non-selected Cogne Acciai Speciali S.p.A., used as cash deposit rates from September 22, 2026.
What changed
After comments, Commerce changed the calculations for Lucchini and the non-selected company, kept Metalcam's methodology, and applied facts available with adverse inferences to Roselli.
It found Lucchini RS S.p.A., Lucchini Industries Srl and Bicomet S.p.A. cross-owned with Lucchini, and Adamello Meccanica S.r.l. and B.S. S.r.l. cross-owned with Metalcam. When the producer and the exporter both have company rates that differ, the higher one is the deposit rate.
Other producers and exporters stay at the 3.52% all-others rate. Commerce intends to send assessment instructions to CBP no earlier than 35 days after publication and to apply Roselli's rate where Roselli is the exporter in CBP entry data.
What an import team should check
- Check the producer and exporter on each Italian fluid end block entry; where both have company-specific rates that differ, the higher rate sets the cash deposit.
- Ask your broker to update deposits for entries from September 22, 2026, including 45.53% for Officine Meccaniche Roselli S.r.l. and 3.52% for companies without their own rate.
- List 2024 entries that are still unliquidated and set a reminder for CBP assessment instructions, which Commerce will issue no earlier than 35 days after publication.
