U.S. sets final AD margins on Korean OCTG for 2023–2024

Commerce issued final results of the antidumping duty review of certain oil country tubular goods (OCTG) from Korea for September 1, 2023 through August 31, 2024. Final margins: NEXTEEL Co., Ltd. 29.94%, SeAH Steel Corporation 9.80%, and 19.87% for 16 non-examined companies. The new cash deposit rates apply to entries on or after September 24, 2026.

What changed

Commerce made three changes since the preliminary results: it relied on U.S. benchmark prices to calculate the particular market situation adjustment, used a different source for constructed value profit and selling expense ratios for NEXTEEL and SeAH, and corrected SeAH's constructed export price profit rate.

Because SeAH did not submit publicly ranged sales data, the 19.87% rate is a simple average of the two margins; it applies to companies including Hyundai Steel Company, Husteel, ILJIN Steel and POSCO International. Assessment instructions go to CBP no earlier than 35 days after publication.

Companies covered in earlier segments keep their latest rates, and all other producers or exporters remain at the 5.24% all-others rate.

What an import team should check

  • Compare producer and exporter names on Korean OCTG invoices with NEXTEEL, SeAH and the 16 non-examined companies, such as Hyundai Steel Company and Husteel, to find the applicable rate.
  • Ask your customs broker to apply the 29.94%, 9.80% or 19.87% deposit rates to entries made on or after September 24, 2026, and 5.24% where no company-specific rate applies.
  • Track liquidation of September 2023–August 2024 entries: assessment instructions go to CBP no earlier than 35 days after publication, later if a timely court summons is filed.
