U.S. sets preliminary CVD rates on Tris from China
Commerce preliminarily found that Chinese producers and exporters of Tris(hydroxymethyl)aminomethane (Tris) receive countervailable subsidies, based on January 1 to December 31, 2025. From September 24, 2026, CBP is to suspend liquidation and collect cash deposits of 117.39% for Changzhou Peicheng Imp. & Exp. Co. and 20.63% for Suzhou Yacoo Science Co., Ltd. and all others.
What changed
The scope covers Tris, also called tromethamine or THAM, and its derivative Tris HCl in all grades, purities, forms and packaging, currently classified under HTSUS 2922.19.9690; the written scope controls.
Origin follows where the Tris molecule is made, so Tris HCl made in a third country from Chinese Tris is covered, and recrystallizing, retesting or repackaging elsewhere does not remove it.
Changzhou Peicheng's rate rests on adverse facts available, and critical circumstances were found for it alone, so suspension of its entries reaches back to the date 90 days before publication. Jining Yacoo New Materials Technology Co., Ltd. and Yacoo Science (Anqing) Co., Ltd. are cross-owned with Suzhou Yacoo.
The final CVD determination is aligned with the companion AD case and currently due by February 1, 2027, unless postponed; a separate notice moved the AD preliminary determination to no later than November 17, 2026. If the final is affirmative, the ITC decides injury.
What an import team should check
- Identify the producer and the exporter on each Tris invoice: if both have their own rates and they differ, the higher rate applies; other companies take the 20.63% all-others rate.
- List unliquidated entries of Changzhou Peicheng merchandise made in the 90 days before September 24, 2026, and ask your customs broker how the retroactive suspension applies.
- Ask suppliers of Tris HCl or repackaged Tris where the Tris molecule was made, and diary November 17, 2026 (AD preliminary) and February 1, 2027 (aligned final determinations).
