U.S. ITC opens AD/CVD probes on wooden fence pickets from China
The ITC instituted preliminary-phase antidumping and countervailing duty investigations (Nos. 701-TA-807 and 731-TA-1808) on wooden fence pickets from China, covered by HTSUS subheadings 4404.10.00, 4407.19.00 and 4421.99.70. It must make its preliminary injury determination by November 9, 2026, unless Commerce extends the time for initiation. No duties are imposed at this stage.
What changed
The petition was filed on September 24, 2026 by the American Alliance of Wooden Fence Producers, made up of Alta Forest Products (Chehalis, Washington), Sierra Pacific Industries (Anderson, California) and Mendocino Forest Products (Santa Rosa, California).
It alleges the pickets are sold in the United States at less than fair value and subsidized by the Government of China.
The ITC staff conference begins at 9:30 a.m. on October 16, 2026; requests to appear are due by noon on October 14, conference testimony by 4:00 p.m. on October 15, and written briefs by 5:15 p.m. on October 20. The ITC must send its views to Commerce by November 17, 2026. Entries of appearance are due within seven days after publication of the notice.
What an import team should check
- Check whether you import wooden fence pickets from China under HTSUS 4404.10.00, 4407.19.00 or 4421.99.70, and list the suppliers, volumes and open orders that could be affected.
- If your company wants to take part, ask trade counsel about an entry of appearance within seven days of the September 29, 2026 publication and a request to appear by noon on October 14, 2026.
- Set a reminder for the ITC's preliminary determination due by November 9, 2026, and watch for Commerce's notices in this case, since the ITC notice gives HTSUS subheadings but no detailed product description.
