U.S. sets preliminary CVD rates on Chinese air compressors

Commerce preliminarily found that producers and exporters of stationary and portable air compressors from China receive countervailable subsidies. Mandatory respondent FNA (Zhejiang) Co., Ltd. (FNZ) received a calculated 3.84% rate, which also applies to all others, while six listed companies, including mandatory respondent Suzhou Alton, face 112.29% based on adverse facts available. Cash deposits apply to entries from October 1, 2026.

What changed

The 112.29% rate covers Shanghai Aote E-Commerce Co., Ltd., Shanghai Greeloy Industry Co., Ltd., Suzhou Alton Electrical & Mechanical Industry Co., Ltd., Suzhou Honbase Machinery, Taizhou Huanyang Electric & Machinery Co., Ltd. and Yancheng Dafeng Zhenlian Machinery.

Because Suzhou Alton's rate is based entirely on facts available, FNZ's rate was the only one not zero, de minimis or based entirely on facts available, so Commerce assigned it to all other producers and exporters. The period of investigation is January 1 through December 31, 2025.

The scope covers electric, gas or battery powered reciprocating (piston) compressors of 373 watts to 22.37 kW with an integrated 1 to 80 gallon tank, including unfinished units, kits and units further processed in a third country or the U.S.; rotary and dynamic compressors and tankless inflators of 1 CFM or less are excluded.

Named HTSUS lines are 8414.80.1615, 8414.80.1625, 8414.80.1635 and 8414.80.1685, but the written scope controls. At the request of petitioner MAT Industries, LLC, the final CVD determination is aligned with the companion antidumping final, due no later than February 10, 2027 unless postponed.

Hearing requests are due within 30 days of publication; case briefs, seven days after the last verification report.

What an import team should check

  • Match the producer and exporter on each invoice to the rate table: 3.84% for FNZ and all others, 112.29% for the six listed companies; where both have differing rates, the higher applies.
  • Ask your customs broker to confirm CVD cash deposits on Chinese air compressors entered, or withdrawn from warehouse, for consumption on or after October 1, 2026.
  • Compare pump type, tank size, power rating and kit contents with the written scope and HTSUS 8414.80.1615, 8414.80.1625, 8414.80.1635 and 8414.80.1685, including units finished or processed in a third country.
  • Diary the aligned final determination, currently due no later than February 10, 2027 unless postponed, and the 30-day window from October 1, 2026 to request a hearing.
