Chinese corrosion inhibitors: final U.S. CVD rates take effect
Commerce's final 2024 countervailing-duty review sets rates of 18.64% for Anhui Trust Chem Co., Ltd. and 48.45% for Nantong Botao Chemical Co., Ltd. on covered corrosion inhibitors from China, and 36.40% for three companies not individually examined. For subject shipments entered or withdrawn for consumption on or after publication on October 5, 2026, Commerce intends to instruct CBP to collect deposits at those rates.
What changed
The review period is January 1 through December 31, 2024. After comments, Commerce changed certain calculations for Anhui Trust Chem.
The notice lists Nanjing Trust Chem and Jiangsu Trust Chem as cross-owned with Anhui Trust Chem, and Rugao Connect Chemical, Rugao Jinling Chemical and Nantong Yutu Group as cross-owned with Botao.
Connect Chemicals GMBH, Gold Chemical Limited and Kanghua Chemical Co., Ltd. (formerly Nantong Kanghua Chemical) receive the 36.40% review-specific average.
CBP will assess duties on covered 2024 entries at these rates, with assessment instructions no earlier than 35 days after publication; a timely court summons can delay liquidation. Firms outside this review keep the all-others rate or their most recent company-specific deposit rate.
The notice's dates line reads applicable October 2, 2026, but the deposit instruction is tied to the publication date. The written product scope is in the Issues and Decision Memorandum, not in the notice.
What to reconcile
- Confirm the written order scope and the producer or exporter on the entry before applying the 18.64%, 48.45% or 36.40% cash-deposit rate.
- Separate 2024 entries awaiting final assessment from shipments entered for consumption on or after October 5, 2026, which take the new deposit rates.
- If a supplier is one of the cross-owned companies named in the notice or was not reviewed, confirm the applicable company or all-others rate with your broker and CBP.
