U.S. ITC opens AD/CVD probes on amine compounds from China
The ITC instituted preliminary-phase antidumping and countervailing duty investigations (Nos. 701-TA-808 and 731-TA-1809) on amine compounds from China. The ITC notice lists HTSUS statistical reporting numbers 2909.11.00.00, 2921.29.00.55, 2922.19.96.90 and 2934.99.90.01. It must make its preliminary injury determination by November 13, 2026, unless Commerce extends the time for initiation. No duties are imposed at this stage.
What changed
The petition was filed on September 29, 2026 by Evonik Corporation (Piscataway, New Jersey) and Huntsman International LLC (The Woodlands, Texas). It alleges the compounds are sold in the United States at less than fair value and subsidized by the Government of China.
The ITC staff conference begins at 9:30 a.m. on October 20, 2026; requests to appear are due by noon on October 16, conference testimony by 4:00 p.m. on October 19, and written briefs by 5:15 p.m. on October 23. The ITC must send its views to Commerce by November 20, 2026.
Entries of appearance and applications for access to business proprietary information are due within seven days after publication of the notice, and industrial users have the right to appear as parties.
What an import team should check
- Check whether you import amine compounds from China under HTSUS 2909.11.00.00, 2921.29.00.55, 2922.19.96.90 or 2934.99.90.01, and list the suppliers, volumes and open orders that could be affected.
- If your company uses these chemicals and wants to take part as an industrial user, ask trade counsel about an entry of appearance within seven days of the October 5, 2026 publication and a request to appear by noon on October 16, 2026.
- Set a reminder for the ITC's preliminary determination due by November 13, 2026, and watch for Commerce's notices in this case, since the ITC notice lists statistical reporting numbers but no written product scope.
