U.S. ITC opens AD/CVD probes on railway tank cars from Mexico

The ITC instituted preliminary-phase antidumping and countervailing duty investigations (Nos. 701-TA-809 and 731-TA-1810) on railway tank cars and parts thereof from Mexico. The notice identifies HTSUS subheading 8606.10.00 but does not define the scope of parts. It must make its preliminary injury determination by November 16, 2026, unless Commerce extends the time for initiation. No duties are imposed at this stage.

What changed

The petition was filed on September 30, 2026 by UTLX Manufacturing LLC of Chicago, Illinois. It alleges the tank cars are sold in the United States at less than fair value and subsidized by the government of Mexico.

The ITC staff conference begins at 9:30 a.m. on October 21, 2026; requests to appear are due by noon on October 19, conference testimony by 4:00 p.m. on October 20, and written briefs by 5:15 p.m. on October 26. The ITC must send its views to Commerce by November 23, 2026.

Entries of appearance and applications for access to business proprietary information are due within seven days after publication, and industrial users have the right to appear as parties. The case title includes parts, but the notice lists only subheading 8606.10.00 and gives no written scope.
