Turkish large diameter welded pipe: final 2024 CVD rate set
Commerce's final countervailing duty review for 2024 sets a net subsidy rate of 3.34% for HDM Çelik Boru Sanayi Ve Ticaret A.S. on large diameter welded pipe from Türkiye. The same rate applies to HDM Spiral Kaynakli Çelik Boru A.S. (HDM Spirally Welded Steel Pipe Inc.). For subject pipe entered or withdrawn from warehouse for consumption on or after October 6, 2026, Commerce intends to have CBP collect cash deposits at 3.34%; all other producers and exporters keep the 3.72% all-others rate from the investigation.
What changed
The review covers entries from January 1 through December 31, 2024. Commerce published its preliminary results on June 4, 2026, received no comments from any interested party, and kept the results unchanged except for minor corrections from HDM Çelik's verification; no decision memorandum accompanies the notice.
The 3.34% rate includes 0.61% of export subsidies.
CBP will assess countervailing duties on HDM Çelik's 2024 entries at the 3.34% rate; Commerce intends to issue assessment instructions no earlier than 35 days after publication, and a timely summons at the Court of International Trade delays liquidation until the window for a statutory injunction closes.
For deposits, if both the producer and the exporter of a shipment have company-specific rates and they differ, the higher rate applies; if only one of them has a rate, that rate applies. The written scope of the order is in the preliminary decision memorandum, which the notice does not reproduce.
What an import team should check
- Identify unliquidated 2024 entries of large diameter welded pipe from Türkiye produced or exported by HDM Çelik or HDM Spiral Kaynakli, since CBP will assess them at 3.34%.
- Set the cash deposit rate to 3.34% for HDM Çelik shipments entered for consumption from October 6, 2026, and confirm with your broker whether the producer or exporter rate controls when they differ.
- Keep the 3.72% all-others rate for other Turkish suppliers and check the written scope in the preliminary decision memorandum before deciding whether a pipe product is covered.
